Provider Data Management for Payers (Da Vinci Plan-Net)

The Provider Data Management for Payers (Da Vinci Plan-Net) concept centers a payer’s provider directory on the Da Vinci Plan-Net FHIR implementation guide. It creates a shared, standards-based directory of practitioners, organizations, locations, and plan participation that can be exposed to members, exchanges, and trading partners.

What it does

  • Plan-Net directory backbone: Models providers, organizations, networks, and insurance plans using Plan-Net profiles and value sets.
  • Network and product views: Captures which providers participate in which networks and products, including effective dates and special attributes (telehealth, accepting new patients, language, accessibility).
  • Multi-channel exposure: Serves the same curated directory to public “find care” tools, member portals, employer portals, and B2B partners via FHIR APIs and exports.
  • Provider roster alignment: Ingests trusted updates from credentialing, provider contracting, and delegated entities, reconciling conflicts instead of blindly overwriting.
  • Change tracking and governance: Maintains a full history of network joins, terminations, and panel status using Provenance and AuditEvent.

Why it matters for providers too

Even though this hub lives on the payer side, providers benefit when payer directories stop drifting from reality. Clean Plan-Net surfaces make it easier to keep “find care” sites aligned, for example when health systems pull payer network views into their own digital experience stack for benefits-aware search.

Integration & Standards Alignment

  • Da Vinci Plan-Net profiles for payer-facing provider directories.
  • FHIR R4 resources such as Practitioner, Organization, Location, HealthcareService, and InsurancePlan.
  • Ready for CMS interoperability and transparency mandates that expect FHIR-based provider directories.
  • Supports exports for data partners that are not yet FHIR-ready.

Great for

  • Payer Provider Network and Contracting Teams: Maintain one governed, Plan-Net aligned directory instead of juggling multiple overlapping source systems and spreadsheets.
  • Digital and Member Experience Teams: Power accurate, benefits-aware “find care” and cost estimator tools without manual reformatting.
  • Interoperability and Architecture Teams: Use Plan-Net as the standard layer between payer platforms and provider-facing digital front doors.
